“Improvement of Mother and Child Health services in Uzbekistan”

Dear Ladies and Gentlemen!

In the name of the State Republic of Uzbekistan and the Ministry of Health frankly welcome all the participants of the Opening Ceremony of the Project dedicated to the “Improvement of Mother and Child Health services in the Republic of Uzbekistan”.
From the first days of Independence the policy of the government was directed to the Social Protection of the Population of Uzbekistan.
In 1998 by initiative of the President of the Republic of Uzbekistan Islam Abduganievich Karimov there was started reform of the Health department system in the country. Realization of the concepts and main sectors of the state program of reformation of the Health department system provided with next:

  • Develop and improve legislative base of the Health department system;
  • Raise the effectives of the primary health care system of the population by means of organization, equipping of medical centers based on the overall medical practice;
  • Organize in essence modern system of the emergency medical support;
  • Improve the effectiveness of mother and child health service;
  • Provide sanitary-epidemiologic welfare in all the regions of the country.

A new stage in the further development of Health department system revealed the Law of the President of the Republic of Uzbekistan from September 19, 2007 #3923 on “Main guidelines on further developments of reforms and realizations of the State programs of the development of the Health department system.”

Mother and child care is a priority direction of the specification of the Health department system of our country. This regulation is allocated in the rank of fundamental state documents, State programs on specification of the Health department system. In 1992 the Republic of Uzbekistan ratified Convention on Child Rights and in 2000 our county took responsibility to achieve MDG.

The Ministry of Health jointly with International organizations and donors such as WHO, UNICEF, UNFPA, WB, ADB and JICA continue realization of programs in the sphere of Mother and Child health care. Taking this opportunity I would like to thank all of the partners for constant Support and Help provided for development.

The government of the Republic of Uzbekistan gives special consideration to the consolidation of material and technical basis of primary health care system, obstetrics and childhood. Within the framework of realization of investment projects “Health – 2” and “Improvement of Mother and Child Health services” with participation of the World Bank and Asian Development Bank all of the delivery houses and SVP in the republic will be equipped with modern medical equipment in step by step approach.

“Improvement of Mother and Child Health services” Project will be implemented by the Ministry of Health with the financial support of the European Union and technical assistance of United Nations Children’s Fund UNICEF) Uzbekistan.

The main objective of the project is to support Uzbekistan in meeting the targets of the Millennium Development Goals numbers 4 and 5 with a focus on reduction of mother and child mortality. Significance of the current project consist out of the activities directed on cardinal improvement of medical services of mother and child by training more than 9 thousands of specialists who are working in the sphere of Mother and Child Health care.
